The City of Madison Department of Civil Rights is hiring a Hmong Part Time Bilingual Community Connector to join our Language Access Team in the Equity and Social Justice Division. 

The Bilingual Community Connector will engage and establish relationships with Hmong communities that face language barriers. Community Connectors require a high degree of sensitivity and understanding of specific barriers to access and engagement. They will develop and sustain trusted relationships with Hmong community members to connect them with City Services in an equitable, accessible, and inclusive manner. They will foster access to City services through new modes of engagement. Successful candidates will use an intersectional approach, recognizing race, ethnicity, language, disability, gender, immigration status, sexual orientation, socioeconomic status, cultural practices, and other aspects of human diversity.

Community Connectors are budgeted at 60% full time equivalent (FTE) with benefits and are expected to work approximately 24 hours per week. Biweekly pay would be approximately $1,383.84-$1,595.52.  Please see below for a more detailed description of the positions.

Responsibilities

  • Make connections in the community and serve as a resource to Hmong speakers through dynamic outreach.
  • Share information about City services and opportunities for public engagement and assist those who need help accessing City services and materials.
  • Foster positive relationships and connections with programs, services and organizations doing language access work and facilitate collaborative efforts and coalitions.
  • Gather input from community members and stakeholders to aid staff in developing and adapting City services for those who face language barriers.
  • Respond to requests for assistance and other inquiries or complaints from the public.
  • Translate forms, fliers, brochures, social media posts, emails, and other information in a way that conveys the material’s message and is accessible and culturally affirming to community members.
  • Support translation of City website content.  
  • Translate key City news releases.
  • Prepare oral and written communications for the community including emergency and community alerts through written mediums as well video, radio, and City Cable TV content.
  • Review translated and interpreted materials for quality monitoring.
  • Develop glossaries, term bases, and other tools to establish translation standards.
  • Attend staff meetings and participate in strategic initiatives that advance the City’s commitment to equity and social justice.
  • Develop and propose new communication methods to increase authentic community engagement and best serve community members that have experienced barriers to meaningful language access.
  • Perform related work and other duties as required.
